About This Position
The Statewide Receiver's Nurse Executive oversees and coordinates all nursing operations and delivery of all patient care services for the California Department of Corrections and Rehabilitation's 35 adult institutions. The Statewide Receiver's Nurse Executive facilitates statewide clinical nursing practices and operations to support compassionate, safe, effective, timely, efficient, and equitable patient care across multiple disciplines in coordination with the custody leadership team. The Statewide Receiver's Nurse Executive is also responsible for maintaining an ongoing Nursing Services program and ensuring compliance with appropriate nursing standards to deliver, monitor, evaluate, and improve quality of nursing care.
Provides statewide leadership, management and monitoring of nursing services and related clinical operations at CDCR adult institutions to ensure quality clinical performance, access to care and continuity of care. Directs the development and maintenance of an on-going program to deliver, monitor, evaluate, and improve the quality and appropriateness of all nursing care to patients within all CDCR adult institutions. Directs the development and implementation of statewide nursing policies, procedures, and protocols, and development and implementation of nursing services staffing plan policies. Assists CDCR in determining health care priorities. Participates in the development and implementation of the mission, vision, goals and objectives for health and nursing services. Routinely collaborates with interdisciplinary teams and other stakeholders to identify and make recommendations pertaining to health care priorities; develop plans, policies and programs; address resource needs; and otherwise improve the quality of health care services provided within CDCR adult institutions. Provides policy consultation, technical assistance and interpretation of administrative standards, laws, and regulations with regard to nursing services.
Oversees the Regional Nurse Executives (RNE) of Nursing Services with respect to nursing standards, procedures, protocols and policies. Participates directly in the selection of Institution Chief Nurse Executives (CNE) and RNEs of Nursing Services and other key nursing and patient care positions within the Department, and effectively recommends the appointment of candidates to Institution CNE and Regional Health Care Executive (RHCE) positions. Develops and monitors nursing performance expectations; performs competency assessments; mentors and coaches nursing personnel statewide. Assists in evaluation of nursing staff; effectively recommends corrective and adverse action to CNEs and RNEs of Nursing Services, Chief Executive Officers and RHCEs.
Participates in the assessment and monitoring of productivity, workload, administrative and support systems, and internal reporting relationships; identifies and makes recommendations for improvement and assists in the implementation of changes. Assists with the formulation of operational and capital budgets and makes decisions or effectively recommends a course of action with regard to management of the Department’s nursing budget. Other duties deemed necessary to operate the Health Care Services Division.

The Salary Range
$171,384 - $284,796 annual salary
